MADRID, Sept 29 (Reuters) - Spain's debt levels are set to rise next year, piling pressure on the government to apply for aid as it pours funds in to cash-strapped regions, an ailing banking system and rising refinancing costs, its budget showed on Saturday.

Spain's debt as a ratio of gross domestic product will reach 90.5 percent by end 2013, according to the document presented to parliament for approval, almost three times that registered before the property bubble burst in 2008.

The budget aims to make savings of around 13 billion euros ($16.7 billion) next year, largely by deepening already unpopular cuts in public sector wages, education, health and social services, fuelling anti-austerity protests.

"This is an austerity budget, but will serve to help us get over this long economic crisis and once again show that Spain is a trustworthy partner within Europe," Treasury Minister Cristobal Montoro told journalists after delivering the budget.

Spain is at the centre of the euro zone debt crisis as nervous investors demand ever higher premiums to hold Spanish debt on concerns that the government cannot control its finances in the midst of a deepening recession.

Calls by wealthy northeastern region Catalonia for independence and the rising number of demonstrations on the streets of major cities have stoked doubts that Spain can fix its problems without help.

Thousands of protesters gathered on Saturday in Madrid's Neptune plaza, between the Prado Museum and Parliament, for a third time this week to vent anger at politicians they accuse of pillaging the welfare state to bail out badly-run banks.

"This has to change. We have to show them we are not an anti-system minority but represent Spain's discontent and we are many. You only have to see the unemployment rate to see that," said state school teacher, Montse, 44, who was at the march with her unemployed husband and 11-year-old daughter.

Unemployment in Spain is more than double the European Union average, with half of all working-age under-26s unable to find jobs and shattered businesses laying off employees they cannot afford to pay.

Prime Minister Mariano Rajoy has delayed any plea for aid, which would kick-start a European Central Bank plan to buy debt and ease financing costs, though this week has passed reforms and the budget plan in what many see is an effort to pre-empt the likely terms of a bailout.

Rajoy, who said he is considering the conditions behind any aid request, is widely expected to wait until after regional elections in Galicia and the Basque Country before taking any decision.

RISING BORROWING NEEDS

The budget details spending cuts of 3.1 percent in health, 14.4 percent in education and 6.3 percent in unemployment benefits, as the recession, which began in the first quarter, drags on.

Spain will also slash state funding to commerce, tourism and small and medium-sized companies by 18.8 percent and infrastructure by 13.5 percent.

The government will increase its reliance on international markets for funding next year, with gross debt issuance requirements of 207.2 billion euros, after budgeting in 2012 for gross issuance of 186.1 billion euros.

The cost of financing its debt, as benchmark 10-year bond yields rise to near unsustainable levels of above 6 percent, is expected to increase to 38.6 billion euros, or 3.6 percent of GDP, in 2013, the budget showed.

The Treasury must pay debt redemptions of 159.2 billion euros in 2013, up slightly from 153.2 billion euros in 2012.

The increase in the debt-to-GDP ratio was due to the economic crisis and the effect of state instruments on public accounts, the Treasury said in the document.

The instruments include the power deficit bond programme, FADE, the service provider fund for regional governments, Spain's part in aid granted to Ireland, Greece and Portugal and the recapitalisation loan for the country's banks, it said.

Brussels on Thursday said that Spain's detailed timetable for economic reforms goes beyond what the European Commission has asked of Spain and is an ambitious step forward, though it has declined to comment on the draft budget at this stage.

Many economists expressed doubt that Spain's conservatives would be able to raise the cash the budget demanded as pension and debt-servicing costs rise.

"My general view is that this is an optimistic budget, in the sense that predictions for the contraction in 2013 are very optimistic," said Xavier Vives, economist at business school IESE, adding that he expected the plans to be revised, as with every other budget over the past four years.

The budget is based on the assumption that GDP will shrink by 0.5 percent in 2013 year-on-year, though most economists expect a deeper slump.

DEFICIT JUMP

Spain will meet its 2012 public deficit target as dictated by European guidelines, Montoro said, but the shortfall will jump by more than one percentage point if aid to its struggling banks were taken in to account.

The Spanish deficit this year would be 6.3 percent of GDP, not including these payments to its banks, he said, but would rise to 9.4 percent of GDP last year and 7.4 percent of GDP this year if the aid was considered.

"Everything within the deficit derived from financial operations aren't included ... they're considered one-offs," Montoro said.

Spain has asked for up to 100 billion euros for its crisis-hit banks, though the debate among Spain's European partners rages over whether that money would go directly to its lenders or first via public coffers.

On Friday, an independent report showed that Spanish banks will need up to 59.3 billion euros in extra capital to ride out the economic downturn.

The budget details on Saturday showed Spain's debt ratio included 30 billion euros of the planned 100-billion-euro aid request for the country's banks.

Metal prices follow stocks lower

NEW YORK (AP) ? The prices of gold, most other metals and crude oil fell Wednesday, following the stock market down, as unrest grew in Europe and uncertainty lingered about the world economy.

Gold for December delivery fell $12.80 an ounce to finish at $1,753.60 an ounce. Gold has pulled back this week after a summer-long rally took it from about $1,550 an ounce to almost $1,800 an ounce on expectations that stimulus measures would be imposed in Europe and the U.S. to help boost economic growth.

Benchmark crude fell below $90 as protests raged in Greece and Spain over spending cuts and tax increases designed to resolve a debt crisis. Oil finished the day at $89.98 per barrel, down $1.39.

Police fired tear gas at rioters hurling gasoline bombs and chunks of marble during Greece's largest anti-austerity demonstration in six months. At least 38 people were arrested and 64 injured in protests in Spain.

The protests in Europe shattered a relative calm and raised investor fears that the region still does not have control of its three-year-old debt crisis, despite a bold plan by the European Central Bank to buy bonds of indebted countries.

The unrest in Europe led traders to abandon risky assets, said Sterling Smith, a futures specialist with Citi in Chicago.

With U.S. economic figures "mixed at best," he said, global economic concerns are also taking a toll, and what he called the "half-life" of the Federal Reserve's latest efforts to help the economy is getting shorter.

In other metals trading, silver for December delivery dropped 0.8 cent to $33.94 an ounce and December copper fell 4.85 cents to $3.71 per pound. Palladium fell $15 to $625.85 per ounce.

Platinum for October delivery rose $2.60 to $1,634.40 per ounce. Disruptions to South Africa's mining sector, where miners have been striking for weeks, worsened. South Africa produces 75 percent of the world's platinum.

In energy trading, heating oil fell 0.18 cent to $3.1068 per gallon, wholesale gasoline rose 11.4 cents to $3.0811 per gallon and natural gas rose 9.9 cents to $3.023 per 1,000 cubic feet.

Key agricultural contracts finished the day lower. December wheat fell 17.25 cents to $8.6925 per bushel, December corn fell 19 cents to $7.2475 per bushel and November soybeans fell 38.5 cents to $15.73 per bushel.

NYC auction offers 125 meteorites for sale

NEW YORK (AP) ? A New York City auction will offer 125 meteorites for sale, including a large chunk of the moon and a 179-pound iron cosmic rock that evokes Edvard Munch's iconic painting "The Scream."

The sale, one of the largest of its kind, is being held by the Dallas-based Heritage Auctions on Oct. 14.

The sale also includes a large piece of the Peekskill meteorite, famous for puncturing a Chevy Malibu in 1992 about 50 miles north of Manhattan, and the largest complete slice of the most famous meteorite in the world, the Willamette, a huge specimen that is housed at the American Museum of Natural History in New York.

The moon rock has the highest pre-sale estimate of $340,000 to $380,000; less than 0.1 percent of all meteorites recovered are lunar in origin. The18-inch-tall meteorite dubbed "The Scream" is estimated at $175,000 to $225,000.

"When I first saw this meteorite (The Scream) I saw the resemblance in a heartbeat," said Darryl Pitt, who has consigned the piece to the auction. "It is sculpted in part by atmospheric entry and most significantly by its exposure to the elements on earth over millennia."

Three of the concave hallows are evocative of Munch's image of a man holding his head and screaming under a streaked sky. It is classified a Gibeon and was discovered in the Kalahari Desert in southern Africa.

More than half of the meteorites in the sale come from the Macovich collection, the world's largest grouping of iron meteorites. Specimens from the collection are found at the natural history museums in London, New York and Paris and The Smithsonian in Washington, D.C., among others. Its principal owner is Pitt, who said that 20 years ago all meteorites were selling for the same price irrespective of their aesthetic attributes.

"That has radically changed with the introduction of the first natural history auction in the mid-1990s," he said in an interview. "I was on a mission to popularize meteorites. I knew that the only way I would be able to attract interest on the part of the public was to offer objects that were more visually captivating."

"The overwhelming majority of meteorites are not aesthetic," he said.

The cover lot in the sale is of an iron meteorite with naturally-formed holes that resemble a mask. The catalog says it is "arguably the most exotically aesthetic" and was discovered by indigenous tribesmen in Namibia with a metal detector. It is estimated to bring $140,000 to $180,000.

The Peekskill piece has a pre-sale estimate of $47,500 to $55,000.

There are others that have lower estimates but come with interesting stories, like a small portion of a meteorite estimated at about $4,000 that fell from the sky in 1492. It was later chained up in a church so it couldn't fly back into orbit.

Meteorite prices today depend on many variables. But there are two main markets: one of aesthetic iron meteorites and the other is of samples whose value is predicated on attributes other than aesthetics, like a piece of the planet Mars.

About two dozen of the meteorites in the sale have museum provenance and have no reserve.

"The point is I wanted to create a sale that had something for everyone," Pitt said.

What does innovation mean for the NHS?


One of the things I love about twitter is the way that random tweets can spark a thought process that leads us to look at things with an alternative eye and challenges the hitherto underutilised recesses of my mind. The other day I noticed that Clare Gerada, Chair of the Royal College of General Practitioners tweeted ?Can someone give me a clear definition of innovation in the NHS??
I then had the luxury of a three hour train journey to Liverpool to contemplate this conundrum. Two diametrically opposite quotations sprang to mind. The first by Bill Gates 'Never before in history has innovation offered promise of so much to so many in so short a time' celebrates newness and change in all its glory. The second, by Coco Chanel 'Innovation! One cannot be forever innovating. I want to create classics'??honours the tried and tested.
Of course both of these quotes are applicable to the NHS in the 21st Century and maybe an appropriate combination of the old and the new is the Utopian vision we should aspire to achieve. Innovation in any context can be the excuse for a multitude of sins or a cacophony of excellence, but here is my personal view of where innovation should sit within the context of an NHS struggling with reform.
Innovation should NOT be?
The new buzz word! Yes the irony does not escape me. I have recently written a piece in Health Insurance magazine pleading for providers to stop using the ?I? word unless they really are coming up with something new. Whether it?s products, services, care pathways or medical techniques, please don?t say they are innovative unless they really are. The rehash and repackaging of old ideas achieves little and can cost much.
Change for change?s sake: Secretary of State for Health (whoever you are) please note. Change, such as radical restructure, rebranding or even just changing titles, must comply with measurable governance and provide a real opportunity for improvement. Change should not have a political expediency or be created on the basis of a need for heightened publicity.
Re-inventing the wheel: Same job, different title. Same function, different department. GP commissioners and disbanding? PCT?s. Enough said. Innovation in the NHS SHOULD be: Ways of working smarter: Needed at all stages of service delivery. This is innovation in the improved outcomes sense of the word? streamlining, service improvement, efficient pathway mapping, resource planning and possibly most important of all ? robust leadership.
Looking at sustainable?means of funding care: The public purse is not like the fabled magic rice bowl that refills on demand. Public private partnerships, patient contribution, increased taxation, improved use of voluntary resources ? all must be considered to meet growing cost of healthcare.
Creating a system to not only educate the public but to generate changes in behaviour: The western world seems to be on a path of self-destruction with unbelievably unhealthy habits, from smoking to drinking, over indulgence and lack of exercise. Changing this self-harming way of life would not only be innovative, it would prolong healthy life and save the NHS billions.
Research and Development: Whether this is funded by commercial enterprise, charities or academic institutions ? the unimaginable has already been achieved through innovation within the NHS and through strategic partnerships. Reform and cost cutting must not be allowed to halt this progress. A crystal clear definition of innovation in the NHS? Not possible. But I can have a stab at defining the golden rule that should apply to all such innovation. It works for clinical research, and applies to basic management techniques, service redesign and lean consulting. What is the true cost of a planned innovation (in financial and human terms) and what is the potential, measurable benefit? Is there sufficient evidence or theory to justify the risk associated with the innovation (clinical, emotional, physical or fiscal). If these questions produce unsatisfactory answers then you should only proceed, if at all, with caution.
And one last quotation ? accredited to ?anon? ?perhaps provides the closest to crystal clear I can manage..
?Innovation is not the same as reform.?

(AP) ? Wealthy former professional wrestling executive Linda McMahon is shifting her image from groin-kicking CEO to grandmother in her second bid for Senate in Connecticut. The makeover seems to be working against three-term Democratic Rep. Chris Murphy, putting McMahon suddenly in reach of an upset in the Democratic-leaning state.

"Voters like her more this time," said Doug Schwartz, director of the Quinnipiac University Poll, which on Aug. 28 showed McMahon narrowing her 20-percentage point loss among women two years ago to only a 4-point deficit among that group now.

But in a state where independents are the biggest voting bloc and registered Democrats outnumber Republicans 37 percent to 21 percent, Murphy is fighting back for the seat held by retiring independent Sen. Joe Lieberman.

"We've got to tell people who the real Linda McMahon is," Murphy said in a recent interview. "We've got to remind people of all the reasons they voted against her in 2010."

Images from the race two years ago are hard to forget.

Much of the buzz then centered on raunchy wrestling video clips, particularly one of McMahon in the ring appearing to kick a man in the groin as part of a skit. Democrats hammered the former chief executive of WWE, formerly known as World Wrestling Entertainment, for "peddling violent, sexually explicit material that glorified the exploitation of women." The Democratic National Committee branded her with the name "crotch-kicker."

It was enough to sink McMahon even in a year that Republicans gained power on Capitol Hill. Her personal investment of $50 million into the race made the loss especially bitter. In the end, McMahon defied the conservative political wave and lost her race by 12 points to Democrat Richard Blumenthal.

Recent history suggests little that would put a Republican, especially McMahon, ahead of a Democrat in Connecticut. President Barack Obama won the state by 23 percentage points in 2008. McMahon was trounced two years later, and Democrats assumed Lieberman's seat would safely be theirs this November.

Instead, the race to succeed him is suddenly up for grabs, according to recent polls. A Quinnipiac survey only last March showed Murphy with a 15-point lead.

The shift has made Connecticut an unexpected bright spot for Republicans as they struggle to gain the four seats the GOP needs to win the Senate majority.

Elsewhere, Republican Senate candidates are having a much rougher go. In New England alone, Republican Sen. Scott Brown has had trouble overcoming Democratic challenger Elizabeth Warren in Massachusetts. And in Maine, where Senate Republican Olympia Snowe is retiring, GOP Secretary of State Charlie Summers is trailing independent two-time Gov. Angus King.

But in Connecticut, the motherly McMahon is surging. National Democrats have noticed; recently, they pumped $320,000 into the state for attack ads to help Murphy revive his campaign.

McMahon, meanwhile, is doing more sharing these days.

In her television ads, the multi-millionaire chats about her humble roots, living in low-income housing when she was born, and discovering she was pregnant the day before she and her husband graduated from college ? with no jobs or health insurance and rebounding from bankruptcy.

"We didn't have a lot of expensive things, but boy we had a lot of love," McMahon says in the commercial.

In another ad, McMahon, 63, talks about being a grandmother and frets about the future for "our grandchildren."

These days, McMahon touts herself as a successful businesswoman able to create jobs, while casting Murphy as a Washington insider and career politician. And she is quick to respond to potential problems: McMahon and Brown were among the first Republicans to distance themselves from GOP presidential hopeful Mitt Romney's controversial "47 percent" comments, in which he called Obama supporters victims who depend on government.

"I disagree with Governor Romney's insinuation that 47 percent of Americans believe they are victims who must depend on the government for their care," McMahon said in a swiftly released statement.

The urgency of the situation isn't lost on Murphy, who's long been considered a rising star in his party.

Murphy, 39, got the attention of Democratic leaders six years ago when he toppled 24-year GOP Rep. Nancy Johnson. His campaign has struck back only recently with ads painting McMahon as a greedy wrestling mogul.

Murphy and his allies have had some success on that front. McMahon, who had filed for bankruptcy with her husband in 1976 with nearly $1 million in debts, announced recently she would repay her creditors, hoping to quell the attacks.

Schwartz noted that Murphy isn't as well-known statewide or as popular as Blumenthal, who served as the state's longtime attorney general before trouncing McMahon in 2010. That's given McMahon an opening to define Murphy before most voters get to know him by spending heavily and early on ads, Schwartz said.

McMahon enjoys a huge money advantage. She has lent or given nearly $16 million to her campaign. Murphy has raised less than $6 million.

She got an early jump, spending heavily on ads hammering Murphy for missing nearly 80 percent of the hearings held by two key congressional panels during the financial crisis. And she pounced on reports Murphy was sued in 2007 for defaulting on a home mortgage.

McMahon is reaching out to women voters to close the 20-point gender gap that doomed her 2010 campaign. She's held about 140 "Conversations With Linda" meetings with groups of 20 to 30 people, mostly women.

Another key finding of the Quinnipiac poll last month: McMahon is winning among independents, the state's largest voting bloc, by 15 points.

Bernie Grant of Naugatuck, retired from a pharmaceutical firm job, is the kind of independent McMahon needs. He voted for Blumenthal in 2010, but said he's likely voting for McMahon this fall.

"I'm more impressed with Linda this time around," he said, adding that her ads "made her softer and more acceptable."

24 feared dead as flash flood hits northeast India

A flash flood triggered by torrential rain has killed at least nine construction workers and left 15 others missing and feared dead in India's remote northeast.

Karma Zyatso, chief secretary of Sikkim state, says the workers, who lived in camps, were swept away by the swirling waters of a flooded river Friday in Chungthan, a small town in the mountainous region.

Zyatso said Sunday that authorities had recovered nine bodies and were searching for the 15 missing workers, who were building roads.

He also said helicopters dropped food supplies to nearly 10,000 people living in six villages cut off due to damage to the main highway in the area, about 550 kilometers (310 miles) west of Gauhati, the capital of Assam state.

The GOP's stated rationale is to fight voter fraud. But voter fraud -- and especially in-person fraud which many of these measures address -- is essentially nonexistent.

None of the new laws blocks student voting outright -- although in New Hampshire, Republican lawmakers almost passed a bill that would have banned out-of-state students from casting a ballot...

And in some states, education officials are trying to limit the damage. In Pennsylvania, for instance, many universities are either reissuing IDs or printing expiration stickers to make current cards valid, according to a survey by the Pennsylvania Public Interest Research Group.

But every additional barrier makes a difference to students, said Maxwell Love, a 21-year-old senior at the University of Wisconsin in Madison. "It's the little things that make voting harder that are going to affect apathetic students ... This is like literally slamming the door on youth engagement."

Voting advocates agree. "This is absolutely perfectly rigged to prevent students from voting," said David Halperin, an attorney and former director of national youth organization Campus Progress.

The old adage "you are what you eat" is helping scientists better understand the threatened loggerhead turtle, which is the primary nester on Central Florida's beaches.

A study published today in the journal PLOS ONE describes how scientists at the University of Central Florida used a technique that links chemical signatures of the turtles' diets and their watery environments to their migratory routes. They found the technique just as effective as expensive satellite tracking.

Little is known about the turtles, which spend 99 percent of their time in the water and return to the Archie Carr National Wildlife Refuge's beach to nest once every two to three years. The 13-mile-long beach is home to the second-largest population of loggerheads in the world and to about one of every four nests those turtles lay in the United States.

While other turtles' nests are increasing along the refuge's shores, the loggerheads' have been declining since 2000. The technique validated by the UCF scientists could help managers preserve the turtles' nesting grounds, migration routes and foraging grounds, all of which are critical to their survival.

"We need good information so policy makers can focus the limited conservation funds available where they can make the greatest impact," said Simona Ceriani, the UCF graduate student who led the study. "We all want our children to see these beautiful creatures and not just read about them in a book."

In addition to validating the tracking technique, the study found that the foraging area for the Florida turtles is much broader than previously thought.

"Think of these turtles as Florida tourists and snowbirds," Ceriani said. "They come and nest and then go back to lots of different places. And while we knew some went back north, we had no idea that this was a popular destination."

Based on her tracking, some turtles head for the water off the shores of Virginia and Delaware while others go to the Bahamas and the Gulf of Mexico. Some stay off the coast of Central Florida's beaches. Previously, scientists believed the majority of the loggerheads headed south.

While there are efforts to protect the turtle nests on the beaches, protecting their foraging grounds is equally important, biologists say. Many turtles die because they accidently get caught in fishing nets or encounter other dangers while out at sea.

The technique Ceriani validated should aid those efforts.

She took small blood samples from turtles at the refuge and completed a chemical analysis, which measured distinct markers known as stable isotopes. She also attached transmitters to the turtles so she could follow them using the more expensive but proven satellite tracking technique. The isotope approach proved to be equally useful, and it is much less expensive.

"By combining isotope research with satellite tracking technology, we are learning exciting information about loggerhead sea turtles," said Daniel R. Evans, a research specialist at the Sea Turtle Conservancy and co-author of the research paper. "This research helps scientists and conservation managers identify key feeding areas for loggerhead turtles and helps direct policy and regulations that protect sea turtles in these specific areas."

Ceriani said she will continue to research the migratory routes by adding more loggerheads to the study.

Ceriani earned her bachelor's degree at the University of Milan in Italy and was a research fellow at Florida Atlantic University before joining UCF's PhD program in conservation biology in 2007.

Others who contributed to the study include: UCF Biologist, John Weishampel, James D. Roth from the University of Manitoba in Canada and Llewellyn M. Ehrhart from the Marine Turtle Research Group at UCF.

Several grants from Florida's Sea Turtle Grants Program funded this study. The program gets is funding from the sale of the Florida Sea Turtle License Plate.
